Should District residents have greater independence?

“Statehood backers said that the District is not an inviolable whole. Parts of the District, which extended into Alexandria and Arlington counties across the Potomac River, were returned to Virginia during the 19th century, an action known as retrocession. And, they said, Congress is granted broad power to create a state pretty much anywhere it pleases under the ‘new states’ clause of the Constitution. It has done so dozens of times.”
