Norton Criticizes GOP Spending Plan

D.C.'s delegate to Congress says a spending resolution proposed by the House Republican leadership wrongly strips funding from key programs in the district.

Delegate Eleanor Holmes Norton says the resolution released Friday violates the district's right to self-government by eliminating funding for needle exchange programs and abortions for low-income women.

Norton says the district should be able to spend money raised from local taxpayers as it sees fit. She says the needle exchange program has been a key element of reducing the district's HIV/AIDS rate.

She's also critical of the resolution for cutting funds to Metro.

Norton says she'll work with the Senate and the Obama administration to make sure the funds are restored.
