Gray, Norton Lead Hill Protest Over Plan To Strip Vote

WASHINGTON - D.C. Mayor Vincent Gray and advocates for the city are protesting a Republican plan to take away power from the District's sole representative in Congress.

Eleanor Holmes Norton, Washington's delegate to Congress, has never been a full voting member of the House. But under Democratic control, Norton has been allowed to vote in the House Committee of the Whole. That allowed her to vote on proposed changes to legislation, though not on its passage.

New rules being considered Wednesday when a Republican-controlled Congress reconvenes would strip the Democrat of her vote in that committee.

On Tuesday, Gray and Norton joined the advocacy group D.C. Vote on Capitol Hill to protest the new rules. Gray got the small crowd of about 30 District residents fired up as he spoke in the hallway of the Rayburn Building.

"Stand up, lie down ... fight, whatever the case may be," he said.

Many of the protesters went to incoming House Speaker John Boehner's office to demand a meeting. Gray was going to visit Boehner's office as well, but decided to call for an appointment after speaking with Norton.
